Baseline Measurement


A survey conducted in October 2005, found that an estimated 1.7% of the adult population were problem gamblers or at risk of becoming problem gamblers.

Why do we use this Measure?

Problem gamblers can negatively affect themselves, their family and the community

Explanation of measure

The measure is an estimate based on a sample survey of the adult population. The estimate is the sum of the estimate of the proportion of the adult population who were determined to be problem gamblers and the estimate of the proportion of the adult population who were determined to be at risk of being problem gamblers. The survey instrument used in 2000 was the South Oaks Gambling Screen (SOGS). In 2005 and 2007, estimates were established using the Canadian Problem Gambling Index(CPGI)and the baseline has changed accordingly. Draft targets have been developed by the Progress Board and will be recommended to Parliament later this year.
