Why do we use this Measure?

A reduction in re-offending is one measure of effectiveness of the criminal justice system.

Explanation of measure

The measure is the proportion of adults that have returned to corrections (either a custodial order or a community based order) within two years of being released from prison or completing a community based order for a previous offence.
