Why do we use this Measure?

Literacy and numeracy are fundamental to all areas of learning. Capacity to learn and to continue to be involved in learning throughout life depends upon proficiency in literacy. The inclusion of this measure is a duplication of three other Tasmania Together measures of progress. This version of those measures is the headline indicator for the Tasmania Together goal: high quality education and training for lifelong learning and a skilled workforce.

Explanation of measure

The measures are estimates based on student testing. Up until 2008 State based student test results are moderated against nationally sampled student control groups. National benchmarks are established at levels below which a student will have great difficulty proceeding at school. From 2008 all Australian students will take the same tests
